<p>OLYMPIA – A study to determine whether the Washington State Department of Transportation’s contracting activities are fair and equitable for all is now available for review. The Disadvantaged Business Enterprise Program disparity study analyzed information about local marketplace conditions for minority-owned and women-owned businesses and the degree to which WSDOT utilizes these businesses.</p>
<p>The <a href="http://www.wsdot.wa.gov/NR/rdonlyres/9F8F685A-9E47-4F13-AA79-F776AC0C576E/0/2012DBEProgramDisparityStudyFinalReport.pdf">study</a> in its entirety and an <a href="http://www.wsdot.wa.gov/NR/rdonlyres/11F45C6F-CEE6-4665-8424-04FEBF047967/0/2012DBEDisparityStudyExecutiveSummary.pdf">executive summary</a> are available online.</p>
<p>As a next step, WSDOT will hold a series of public meetings to discuss the results of the study and receive comments on the overall DBE goal options contained within the study. The meetings will be held from 5:30 p.m. to 8:30 p.m. at each of the following locations:</p>

<h1>SECOND INVITATION FOR BIDS The Colville Indian Housing</h1>
<p>The Colville Indian Housing Authority (CIHA), the tribally designated housing entity for the Confederated Tribes of the Colville Reservation, invites qualified Contractors to submit Sealed Bids for the <strong>Eagle Nest Community Center Project</strong>. The first invitation for bids on this project was originally sent out on March 27, 2013. The number of bids received did not satisfy applicable procurement requirements, and CIHA is therefore now sending out this second invitation for bids on the project. This project is located on the Colville Confederated Tribes Indian Reservation 4 miles northeast of Omak in Okanogan County, WA.</p>
<p>Sealed Bids submitted in response to Section 001000 &#8216;Second Invitation for Bids&#8221; will be received until <strong>3:00 p.m., local time, on Thursday, June 20, 2013</strong>, at the office of the Colville Indian Housing Authority, Post Office Box 528, 42 Convalescent Center Boulevard, Nespelem, Washington 99155, at which time and place all sealed Bids will be publicly opened and read aloud.</p>
<p>This Second Invitation for Bids is open to <strong>all qualified General Contractors</strong>. General and Sub contractors may obtain contract documents, hard copy or CD Rom, from several locations.</p>
<p>Hard copies may be obtained by depositing Two Hundred Dollars ($200.00) per set plus a non-refundable fee of $15.00 per set for handling, to be submitted in separate checks, made out to Architects West. A CD Rom is available for a non-refundable fee of $15.00 each. A complete set of contract documents will also be filed with:</p>

<p>This project is subject to the Indian Preference provisions of Section 7(b) of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450e (b)).<br />

<p><b><span style="text-decoration: underline;">Description of the Project</span></b><span style="text-decoration: underline;">:</span></p>
<p>A 127,171 SF specially designed Readiness Center to support four occupant organizations of the Washington Army National Guard. The facility will include a specially designed 10,000 SF Sensitive Compartment Information Facility. Other areas of the facility will include a prominent entry and stairway with specialized finishes, multiple reinforced-concrete storage vaults, assembly areas, and support spaces. Sitework will include Anti-Terrorism/Force Protection features, Privately Owned Vehicle parking, access roads and traffic control devices, dumpster enclosure and storage facility, utilities, lighting, fencing, sidewalks, landscaping, detached facility sign, storm water features, clearing and grubbing, and grading.</p>
